Key points

  • Effective May 12, 2023, certain TCM providers choosing to use interactive video for Medical Assistance reimbursement for TCM services  must attest to the safety and effectiveness of interactive video for the person served.
  • Each provider is required to have a completed Targeted Case Management Provider Interactive Video Assurance Statement (DHS-8398) (PDF) on file with DHS to receive Medical Assistance reimbursement for TCM services through interactive video beginning May 12, 2023.
  • There are some exceptions to this policy, as noted here: Bulletin Targeted Case Management face-to-face contact waiver modifications end, and new Interactive Video standards guidance provided (state.mn.us).

Background

DHS’ Minnesota Health Care Programs has added the Targeted Case Management Provider Interactive Video Assurance Statement (DHS-8398) (PDF) to their searchable document library (eDocs). Effective May 12, 2023, the following TCM providers choosing to use interactive video for Medical Assistance reimbursement for TCM services must attest to the safety and effectiveness of interactive video for the person served, according to Minnesota Statutes 256B.0625, subdivision 20b: There are some exceptions to this policy, as noted in this DHS bulletin.

Each provider is required to have a completed Targeted Case Management Provider Interactive Video Assurance Statement (DHS-8398) (PDF) on file with DHS to receive Medical Assistance reimbursement for TCM services through interactive video beginning May 12, 2023. Watch for a bulletin and MHCP Provider Manual section updates issuing TCM interactive video guidance from DHS in the coming weeks.
